Can it be used for water-based sealer application?

Yes, but be sure to rinse the unit out with clean water after each use to avoid clogging the sprayer.

How far will the sprayer go?

Horizontally: 25-30 feet. Vertically: 15-20 feet.

Are the numbers on the tank quarts or liters?

There's liter and gallon markings on the tank.
